Product: IQVIA SmartSolve® eQMS. Also marketed as SmartSolve eQMS and SmartSolve Enterprise QMS. Older pages and awards say Pilgrim SmartSolve / SmartSolve®. Separate products on the same platform: SmartSolve® RIM (regulatory information management) and SmartSolve® Fundamentals (pre-configured entry QMS for smaller Pharma and MedTech teams). 1. Overview
IQVIA SmartSolve eQMS is the enterprise eQMS in IQVIA's Safety & Regulatory Compliance line, built on the Pilgrim Quality Solutions product that IQVIA absorbed in 2017. IQVIA sells it to pharmaceutical, in vitro diagnostics, and medical device quality teams, and the U.S. CDC has run it since 2006 (SmartSolve eQMS hub; CDC record in section 7).
SmartSolve runs as a cloud service on Microsoft Azure and covers document control, CAPA, audits, and compliance across the product lifecycle (hub). IQVIA says it is distinct from other products that use the "SmartSolve" name. Pricing is quote-only; IQVIA publishes no list price.
IQVIA names MedTech, Pharma, and emerging biopharma / SME teams as buyers, with Fundamentals as a smaller SKU. Its compliance hub lists three SmartSolve solutions: eQMS, RIM, and Fundamentals (SmartSolve for compliance; Fundamentals; Pharma page; MedTech page). Not every subscription includes every module in section 4.
What it is not:
- Not SmartSolve RIM. RIM is a regulatory information management product on the SmartSolve platform. IQVIA calls it the next evolution of its regulatory solutions (SmartSolve RIM).
- Not a separate architecture in Fundamentals. Fundamentals is pre-configured CAPA, documents, deviations/events, and change control for small Pharma and MedTech teams, with a path into the full platform (Fundamentals).
- Not IQVIA's clinical research, commercial, real-world evidence, or Vigilance / safety platforms. IQVIA's September 2024 Frost award blog names SmartSolve for Quality, "IQVIA RIM Smart," and "IQVIA Vigilance Platform for Safety" as distinct pieces (Frost award blog, 12 Sep 2024).
- Not FDA-cleared. An openFDA 510(k) search on 3 Oct 2026 found no clearance naming SmartSolve.
- Not discontinued. Product pages, 2026 fact sheets, and award blogs are live.

3. Pharma and biotech relevance
- Industries. IQVIA lists pharmaceutical, IVD, and medical device companies, with MedTech, Pharma, and Fundamentals packaging. Its older U.S. QMS page, still live, says SmartSolve automates and connects GMP, GCP, and GLP processes (eQMS hub; U.S. QMS page).
- Compliance. IQVIA says SmartSolve is ISO 27001 and ISO 9001 certified, aligns with 21 CFR Part 11 and EU Annex 11, offers eMDR connectivity, and supports ISO 13485 and 21 CFR Part 820 (compliance hub). The Pharma page covers GxP processes from development through post-market; the MedTech page cites FDA, ISO 13485, and EU MDR (Pharma; MedTech).
- Position papers. IQVIA publishes SmartSolve positions on 21 CFR Part 11 (27 Feb 2023) and EU GMP Annex 11 (17 Mar 2023) (Part 11 abstract; Annex 11 abstract).
- Buyers. CDC buys SmartSolve (section 7). Named commercial customers are in section 9.
IQVIA scale figures, with no published method:

5. Architecture and deployment
- Microsoft Azure. The hub, fact sheet, Document Management fact sheet, Quality Intelligence blog, and RIM page all say SmartSolve runs on Azure (fact sheet).
- Cloud. IQVIA calls it a cloud-based enterprise QMS; Fundamentals needs minimal IT. In 2017 Riverside said Pilgrim sold cloud and on-premise versions. The 2026 pages do not mention on-premise.
- Security. IQVIA lists federated SSO/MFA, granular roles, encryption in transit and at rest, ISO 27001, and ISO 9001. The RIM page adds SOC 2.
- Phased rollout. By site or process, for example Complaints/CAPA first or Docs/Training first (MedTech FAQ). IQVIA says "many organizations begin seeing value within a few months" (hub FAQ).
- Automated validation. The 13 Jan 2026 fact sheet describes SmartSolve Automated Validation and Extended Validation Services: "patented," automated script authoring and execution, GAMP 5, on Azure (Automated Validation fact sheet).
IQVIA publishes no tenant model, Azure region list, API reference, browser matrix, or RPO/RTO.

7. Pricing and commercial model
Pricing is quote-only; IQVIA publishes no list price. The MedTech FAQ answers "What are the costs associated with implementing SmartSolve eQMS for MedTech?" with modular, scalable scoping by sites and processes and a tailored quote via the RFP form (MedTech FAQ).
Packaging is modular: by sites and processes, and by eQMS, Fundamentals, or RIM. Current pages describe a cloud subscription; older Pilgrim materials also offered perpetual/on-premise licenses. IQVIA publishes no license metric. Implementation, validation, and consulting are separate services.

IQVIA RDS Ireland Ltd won an Irish Blood Transfusion Service tender titled "Electronic Quality management System" (TED 208272-2026; payable total EUR 164,449; estimated overall contract EUR 800,000). - Validation: which IQ/OQ evidence, Automated Validation scripts, and GAMP 5 category IQVIA delivers, and what the customer owns.
- Which ERP, MES, LIMS, and PLM integrations are in the quote? Is eMDR connectivity included?
- AI: which features are GA, which human-in-the-loop controls are contractual, and where the Part 11 boundary sits.
- Implementation estimate in days. Is IQVIA consulting mandatory?
- Export format for controlled documents and quality records at exit.
- How CDC-style maintenance renewals map to commercial license metrics.
