Product: Octave Reliance (also Octave Reliance QMS / eQMS). Older public and procurement records say ETQ Reliance and ETQ. Module packages: Document Control, CAPA, Audit, Training, Supplier Quality, Life Sciences Compliance, Health and Safety, Environmental Management, Lab Investigation, Advanced Analytics, Advanced Manufacturing Package. Octave Attune (EAM/APM) and other Octave Design/Build/Operate/Protect products are separate. Vendor: Octave Intelligence plc (Nasdaq: OCTV / OCTV SDB). Legacy contracting names still in records: ETQ, LLC; Hexagon Manufacturing Intelligence, LLC (on at least one 2024 U.S. award). Hexagon AB owned ETQ from April 2022 until the May 2026 spin-off. Category: Enterprise / electronic quality management system (eQMS / EQMS). Not an MES, LIMS, or ERP. Links to those systems are integrations. Verification date: 2026-10-03. Scope: Public web sources only.
1. Overview
Octave Reliance is the configurable enterprise eQMS long sold as ETQ Reliance, now owned by Octave Intelligence plc after Hexagon's May 2026 spin-off. Its buyers are multi-site manufacturers in medical devices, life sciences, pharmaceuticals, automotive, aerospace, food and beverage, electronics, and heavy industry; most published cases are device, electronics, and industrial companies rather than pharma plants (Octave Reliance product page; eQMS page).
Reliance runs as cloud-native SaaS on AWS. Pricing is quote-only; Octave publishes no list price. Octave says the rebrand kept core functionality and performance the same.
Octave says Reliance has “more than 40” configurable quality applications, a codeless application designer, and analytics and AI dashboards. It connects to ERP, PLM, CRM, and MES systems. Life Sciences Compliance is a named package covering complaints, eMDR, 21 CFR Part 11 / EU Annex 11, and validation support (Life Sciences Compliance).
What it is not:
- Not GNU Octave (numerical computing) and not Octave Bioscience. The names collide in search and in U.S. spending autocomplete.
- Not Octave Attune (formerly HxGN EAM / APM), a separate asset-performance suite (Product naming; llms.txt).
- Not the rest of Octave's portfolio (Tempo, Forte, BricsCAD, OnCall, Cyber Integrity, and others). Those are sibling products.
- Not an MES, LIMS, or ERP. Octave offers REST APIs and connectors to ERP, MES, PLM, LIMS, and HR (Reliance FAQ on the product page).
- Not discontinued. Octave launched an Advanced Manufacturing Package on 11 May 2026.

3. Pharma and biotech relevance
Reliance's life-sciences footprint is one named package plus medical-device customers. Its U.S. federal buyers are FAA and NRC.
- Life Sciences Compliance package. Complaint handling to FDA guidelines; eMDR / HL7 ICSR option; electronic submission gateway; Octave says the software is 21 CFR Part 11 and EU Annex 11 “compliant” with audit trails and e-signatures; LDAP/internal authentication; two validation levels (a Validation Execution Package for self-validation, or consulting) (Life Sciences Compliance).
- Document control. Built to ISO 9001:2015 and FDA GMP for controlled documents, versioning, and training links (Document Control).
- Medical-device customers (Octave case pages). Owen Mumford (Paul Smith, Group Quality & Regulatory Affairs Director) moved from paper to a global Reliance rollout with Epicor ERP integration; Octave reports zero FDA 483s at four manufacturing sites since 2015 and lower CAPA and complaint counts 2016–2021. Illumina (Michael Farrell, IT Manager) runs supplier change notifications, SCAR, audits, and ERP-linked nonconformances. Avanos (MDSAP, ISO 13485:2016), spun from Kimberly-Clark health care, runs 25+ applications (Owen Mumford; Illumina; Avanos).
- Huvepharma. Mina Gavrilova, Quality Manager, praises flexibility and configurability and calls the audit trail and e-signatures “FDA and EU compliant” (Life Sciences Compliance).
- Lab investigation / OOS. A QMS application for OOS lab investigations, not a LIMS (Reliance portfolio list).
Octave's product pages show ROI figures: “634% three-year return on investment,” “32% reduction in scrap and rework,” and “20% faster new product development” on the life-sciences compliance page, and “80% improvement in new product introduction cycle times (Kimberly-Clark)” and a 50% reduction in CAPA and SCAR resolution time (Rheem) on the Reliance page. (Life sciences compliance; Reliance.) They also advertise “unlimited sites,” “built to meet” Part 11 / ISO lists, and “predictive AI.”
4. Capabilities
Octave describes these modules on its product pages.
| Capability | Type | What Octave says | Source |

| Document control | Module | Create, import, distribute, archive; unlimited record types; review and approval phases; role-based access; link to training; Google Docs and Office integration. | Document Control page |
| CAPA | Module | Resolve issues and prevent recurrence; linked from quality events. | Reliance and Corrective Action entries |
| Audit management | Module | Centralized audits; Avanos built an MDSAP audit setup. | Reliance portfolio; Avanos case |

| Codeless designer / ETQScript | Platform | Drag-and-drop workflows; ETQScript and developer tools for advanced configuration. | eQMS page |
| Analytics / AI dashboards | Platform | Real-time KPIs, predictive analytics, AI insights. Octave publishes no model card or Part 11 boundary for AI. | Reliance; eQMS |
| Advanced Manufacturing Package | Package (2026) | SaaS QMS package for automotive, aerospace, heavy equipment; APQP, FMEA, PPAP, IATF 16949 / AIAG-VDA; launched 11 May 2026. Layered Process Audit “in development.” | Advanced Manufacturing press |
5. Architecture and deployment
- Cloud-native SaaS on AWS. Octave says Reliance has encryption in transit and at rest, role-based access, SSO/LDAP, disaster recovery, and ISO 27001, with automatic updates and multi-site scaling (Reliance; eQMS).
- Mobile and offline. Audits and nonconformances can be captured offline and synced (eQMS page).
- Hexagon-era SaaS. Hexagon's February 2022 release describes a multi-tenant QMS, with SaaS expected to be half of 2022 bookings and about 60% trailing three-year SaaS CAGR.
- On-premises. In 2017 ETQ sold SaaS and on-premises (Quality Magazine). Current Reliance pages describe cloud SaaS only.
Octave does not publish its database, tenant isolation model, data-residency regions, API reference beyond “REST APIs,” RPO/RTO, or a security white paper.
6. Integrations
| Kind | Fact | Source |
|---|---|---|
| REST APIs / prebuilt connectors | REST APIs and prebuilt connectors for ERP, MES, PLM, LIMS, or HR. No public API catalog. | Reliance FAQ |
| Named ERP examples | SAP and Oracle (Life Sciences page); Celestica HR/ERP/data warehouse; Illumina ERP nonconformances; Owen Mumford Epicor (an Octave partner) without third-party middleware. | Product page and cases |
| Google Docs / Microsoft Office | Native Google Docs collaboration; Office file integration. | Document Control page |
| Supplier portal | Suppliers and customers join workflows; Illumina SMC. | eQMS page; Illumina case |
| MES / PLM / CRM | Connection targets. | Reliance pages; Advanced Manufacturing press |
| Predictive quality partners | Augmentir and Acerta named in the Dec 2025 ETQ/LNS release as partnership context. | Vendor PR |
7. Pricing and commercial model
Pricing is quote-only; Octave publishes no list price. Reliance pages end in contact and demo forms.
- Octave says pricing is subscription-based (by users, modules or sites) with “transparent annual fees,” plus onboarding, training, 24/7 support, and optional managed services (Reliance FAQ).
- Implementation takes “a few weeks” for a basic system to “a few months” for multi-site (same FAQ).
- Octave has a white paper on “user and depositor licensing.” It is a gated download; the license metric here rests on the FAQ.

A 2024 NRC renewal (31310024P0018, USD 14,525.30) went to Hexagon Manufacturing Intelligence, LLC for “ETQ RELIANCE SOFTWARE LICENSE AND SUPPORT (RENEWAL)”: firm fixed price, NAICS 513210, PSC 7A21, not competed, one offer (Award).
USAspending and EU TED searches on 3 Oct 2026 found no federal award naming “Octave Reliance” and no EU tender notice naming ETQ Reliance or Octave Reliance.
Questions a buyer should ask
- License metric: named, concurrent, depositor, module, site, or package (Advanced Manufacturing, Life Sciences, core)?
- Subscription vs any remaining perpetual SKUs, and how the PSC 7A21 “perpetual” NRC orders compare with current SaaS quotes.
- Which environments are included (production, validation, training, DR)?
- Are ERP/MES/PLM connectors in the subscription? Is Epicor or another partner required?
- Validation Execution Package contents, IQ/OQ/PQ ownership, consulting rates.
- Data residency, subprocessors, AWS region choices for GxP.
- Migration and revalidation cost from an ETQ-branded tenant to the current Octave release.
- Are Health & Safety and Environmental modules quoted with QMS or apart from Attune?
8. Implementation and validation support
Octave offers two validation levels: self-validation with the Reliance Validation Execution Package (development, testing, and documentation approach), or consulting to interpret Octave's test records and method (Life Sciences Compliance).
Professional Services cover configuration, integration, training, data migration, and change management, with optional Quality360-style admin support and Validation Services for life sciences (eQMS FAQ). Octave publishes no day rates or GAMP 5 category.
Customer rollouts (Octave cases): Owen Mumford did document control first, then Epicor. Trane used “think big, start small, scale fast” across 52 sites with a three-person quality team. Rheem built an internal Reliance Development Life Cycle for new apps (about 400 hours to build; Rheem reports 3,000 hours saved).
No completed IQ/OQ/PQ package or Part 11 assessment for Reliance is public.
